We offer a unique and simplified approach to rapidly develop, demonstrate, and assess prototypes that address a range of operational and installation needs, from individual Warfighter technology up to large-scale installation projects. NSTXL delivers technology to the Warfighter by serving as a one-stop shop to match government requirements with innovative private-sector and academic solutions.
Each of our OTAs is a distinct member-based not-for-profit with its own membership that is managed and serviced by NSTXL. Currently, our OTAs have more than 800 corporate, non-profit, educational, and financial institution members. For these members, NSTXL offers opportunities to bid on government contracts, education and training, and live/virtual forums on a wide variety of topics.
Job Description
The National Security Technology Accelerator (NSTXL) is seeking a Consortium Advisor to oversee and coordinate the operations of innovation hubs that drive innovation in microelectronics research, development, and innovation. Each hub is intended to support one or more of the following technology areas: electronic warfare, artificial intelligence hardware, 5G/6G, quantum technologies, commercial leap-ahead technologies, and secure-edge computing/internet-of-things. NSTXL is the consortium manager for the Department of Defense (DoD) Microelectronics Commons program, executed through an other transaction authority (OTA) agreement. The Consortium Advisor will be a bridge between the NSTXL Microelectronics Commons Director, Government Subject Matter Experts within DoD and the Hubs.
Responsibilities
Act as the working level interface with the Hub Leads, the government technical subject matter experts, and the NSTXL Director regarding hub operations and technical progress
Coordinate with the Hub Lead on the details of all efforts and processes executed in support of this program including tracking progress towards meeting desired end-state and success criteria as defined in the contract award and hub performers’ agreements.
Advise on Hub strategies, operations, and engagements both internal to the consortium and with non-members based on cross-hub insight
Identify opportunities for new research projects or applications and technology transition
Monitor and advise on hub programmatic execution, the development and growth of each Hub’s technical capabilities and human capital growth, and the development of self-sustaining business hubs
Provide awareness for the government team and NSTXL on the latest in relevant microelectronics technology and industry and government current events of interest
Support, advise and assist the government customer to execute an effective OTA agreement program
Promoting the hub's achievements, capabilities, and services to potential collaborators, investors, and the public
Work closely with the membership specialist to build and deliver comprehensive Hub enablement and growth of the program.
Prepare internal & external reports, briefings, and after-action reports related to Hub activities and overall performance in support of assigned technical areas
Protecting the intellectual property of the hub and its researchers through patents, copyrights, or other means
Ensuring that the hub operates in compliance with relevant laws, regulations, and ethical guidelines

Job requirements
Qualifications
7+ years of successful experience managing technical government or commercial programs
Bachelor’s Degree in software, engineering, microelectronics, or related field
Experience in the microelectronics sector
Strong analytical, communication, collaboration, problem-solving skills with the ability to adapt quickly and engage proactively
Preferred Skills/Experience
Active Secret clearance with ability to qualify for Top Secret clearance
Experience or desire for thought leadership or strategy development that aligns with an organization’s mission, vision, objectives
Strong relationships and experience with the microelectronics industry, government, or other relevant DoD stakeholders
Experience managing technical consortia or coordinating project execution between multiple organizations
Demonstrated knowledge of the PPBE process, DoD organizational structure and budgeting process, OSD inter-office coordination, and communication protocols and ability to navigate organizational engagements
Travel:
Travel for this position is estimated at 20 - 40% dependent upon remote location
