Technical Project Manager - US Army

Barbaricum seeks an experienced Technical Project Manager to support the US Army's Command, Control, Computers, Communications, Cyber, Intelligence, Surveillance, and  Reconnaissance (C5ISR) Center and its Engineering and Systems Integration Directorate. Specifically, the Technical PM will oversee the effort to design, develop, and implement next-generation analytic capabilities across C5ISR domains including all-source, Electronic Warfare, Cyber Intelligence, Signals Intelligence, and Intelligence Processing, Exploitation, and Dissemination (PED).

 

The Project Manager will oversee an array of technical staff charged with developing and implementing quick reaction capabilities to fill the defense community's urgent needs and support end-user operational requirements. This team will develop and sustain complex system of systems architectures operating across multiple branches and operational theatres supporting National,  Joint, and Tactical-level intelligence operations and domains.

 

The PM must be located within 100 miles of the local travel area of Aberdeen Proving Ground, and may be required to occasionally travel to CONUS and OCONUS locations in support of the project.

Responsibilities

  • Serve as the Government’s main POC and to provide overall leadership and guidance for all personnel assigned to the project.

  • Responsible for the quality and efficiency of the TO to include both technical issues and business processes.

  • Utilize organizational authority to execute the requirements of the project.

  • Assign tasking to contractor personnel, supervise ongoing technical efforts, and manage overall performance to ensure the optimal use of assigned resources.

  • Exercise authority to commit the contractor’s organization and make decisions for Barbaricum in response to Government issues, concerns, or problems.

  • Be readily available to respond to Government questions, concerns, and comments, as well as be proactive in alerting the Government to potential contractual or programmatic issues.

Qualifications

  • Minimum of seven years of experience planning, directing, coordinating, and managing methodologies and approaches of projects similar in scope

  • Minimum of five years of experience in planning, engineering, and the operational employment of tactical and strategic voice, video, and data networks in an U.S. Army Intelligence/Signal/Cyber/Communications environment

  • An active certification in one of the following: Project Management Institute (PMI) Project Management Professional OR PMI Program Management Professional (PgMP®) Certification

Desired Qualifications

  • Experience supporting technical communications programs within the U.S. Army, Navy, Air Force, and Defense Information System Agency (DISA).

  • Experience briefing and providing decision making materials to senior leadership.
